When i create a activy then change it to a work order. I even see those symboles on the work order screen and it makes the comment section bigger by adding blank lines.

Hello John,

The is HTML paragraph tag that is not being parsed. The would give you a line space before and after the tag if in HTML, but it's in plain text here. Are you able to post a screenshot of where this is happening in the report? Or provide more information on where this is happening in the report? It could be that you are using an HTML editor and it is saving the HTML code into the field in question and not the text values. HTML editors are in my opinion notorious for putting too many paragraph tags in text.
