Read Only fields should render the HTML. There may be some tags that aren't white listed and that could be the reason they aren't being rendered. We currently have an active ticket for this.

If a field is set to read only, is it possible to have a field render as HTML? This would allow a field that uses the HTML editor for input to render a pretty picture in read only mode instead of the plain text including the HTML tags. A good example of this is the related activity comment on the CRM_NewActivity Screen. If the related activity comment contains html it shows as plain text with the HTML tags and is difficult to read. This is especially true for those who use gmail. When you copy and paste a gmail email into the comment section of an activity it pastes as html.
