Hi Andy,
I know that Gmail has been very slow lately. There have been reports of it from Google. Here is an article I found about it. Are you using Gmail? If so, can you test with a different email provider? There are no BCC limitations on the basic CRM, it should work the same as Method CRM Pro.

Is there a limitation on using the BCC field with the standard CRM? I'm working on an account and the BCC won't send using either the field from the template or entering the address directly on the send email action.

Considering your needs, Scheduled Reports may not be the best course of action. I believe you might be better off using the Report Designer and the Generate Report action to get your desired results.
I haven't done this myself just yet, but you can create a report similar to the QuickBooks report in the Report Designer. ...
