I found the solution is to make a date range filter in the filter condition.
It's simple, you just have to choose the date range option and then enter the dates that make up the range.
Problem solved.

This is difficult to answer without knowing your setup. Can you first confirm the time zone your computer is set to, this might have something to do with that. Do you have access to another Windows Computer that you can see if you have the same issue in Report Designer?

For those following this issue, Chris was able to resolve it. The issue was that his webform was sending incorrect data to a dropdown field.
