Strange, I'm experiencing this as well. I may have to log a ticket for this, but in the mean time there's another way to do this in order to get it working for you. When I go to download report designer--- it just goes into my download folder and this error message pops up
'There is no default application specified to open the document “MethodReportDesigner.application”.
It then requests I pick an application to launch the file.
