I was able to get this to be reproducable. When the report is generated, it thinks it is five hours behind when really it is only four hours behind because of daylight savings. It does look like it is a permissions issue. The domain user doesn't have enough access to the Outlook plugin or Outlook add-ins. I'm not familiar with Domain User accounts, but I assume it is a setting that needs to be checked to allow them or the domain administrator to access the Outlook plugin.
