The portal login screen cannot be customized so you'll only be able to use it as is.

I am trying to edit the text in the user client portal log in screen. At present it says the following:
Sign In with your User Name and Password for online account access.
If you do not yet have a User Name, click Register and have a password emailed to you.
WHERE CAN I GO TO CHANGE THIS??

QBO>Method> all method printed reports
The QBO co file says my phone number ending is 8873, but method reports say 8863. I need the 8873 Any ideas?

Debug Tracing doesn't show any errors a user would receive based on the actions being performed, instead it was designed to show all the values held from each of the actions (what is assigned and when), i.e. Assign Value to Action Result, Character Function, Retrieve Value from Table, etc. So you as the customizer would be able ...

Can you try creating a brand new activity and assigning it to one of the users that you get this error with, let me know the outcome. It looks like an actual issue with the email settings being used, either for the default outgoing SMTP server you have setup in Method, or the emails for each user.
