My theory was confirmed. The security on the original button was corrupted somehow. I created a new button, copied the actions from the original one, set the security the way I wanted it, and the new button security works just fine for everyone.

For some reason the security on a button of mine is not working after working well over the last week or two. Everyone (e.g. All user groups) has access to click this button, but for some reason, the error message being popped up says the user doesn't have access.
