Hi Steve,
In step 1 of 6 in customizing a drop down, you can set the default value for it. You can also set the default filter to correspond to that, by editing the grid filter and changing the "default" use case.

Unfortunately, the only way to accomplish this is by setting permissions on the individual buttons -- you can't change button roles globally.
