Michele- I just tested it myself to make sure I didn't point you in the wrong direction and it worked for me. After adding the linked field to the BillLineItem's table I just edited the grid for BillLineItem and changed the filters on the Item drop down field to only show items that have a PrefVendor that is equal to User - Employee / ...

For email notification all you really need to do is add a Send Email action to your existing Cases screen. You could add it on the Save and Save & New buttons. You may also want to put some kind of flag in there to ensure you are only sending the email on the first save. Another alternative(Shouldn't need any customization) is ...
