I can see the issue Matt describes on newly created hourly and hourly not to exceed budgets, they both show as fully invoiced right after creation. Hi Michael,
From the original Sales Order screen, click on the ‘More actions...’ and then choose ‘Customize templates’. This will set the value in the ‘PreferencesMethod’ table.

Hi Michael,
There a couple of place you can get to the screen to set the defaults such as
Customer Center> Invoices screen. Click More Actions and select Customize Print Templates
You can follow the same steps on the Customer Center> Estimates screen
