We did some more testing and it looks like this may just be QuickBooks logic. I've been unable to replicate this behaviour, just exported/imported into two different tables (Opportunity and Customer and Customer Lead) and the upload progress bar showed up both times. First time with a small amount of records, second time with a large amount of records.
