I have tested it on my account and it seems to be working fine. I did exactly as you mentioned in your post. I added a new grid view filter Today and enter the value as you mentioned and it gave me the desired result. Even with the date picker it gave me the right value. Here's my answer. Each Method App can use permission rights to control the user experience. Access,View, Customize and Manage are default and required rights that each app has. You may also enhance your app with additional rights like Edit, Create Delete and Aprrove.

There is no option for between and only an option for Or.

The gist is that reports work, but the charts on screen do not. You should be seeing the opportunities for the tenant you are logged into. In addition, the change event is triggering when the pop up calendar displays, NOT when you click the calender to select a new date.
This makes using actions on a date picker almost useless.
