Hello Ben,   It does look like it is a permissions issue.  The domain user doesn't have enough access to the Outlook plugin or Outlook add-ins.  I'm not familiar with Domain User accounts, but I assume it is a setting that needs to be checked to allow them or the domain administrator to access the Outlook plugin. Thanks for all the help.  I've managed to make progress in getting my quotes to look like they used to...still needs a bit of tweaking, but its pretty simple.
