Turns out I needed to do some more reading. I had not visited the page on Tags - I only looked at the help page on importing/exporting. So I had not seen the note at the bottom of the Tags page with required formatting. I re-did the import with proper formatting and the tags now come up in the search. Hmm... OK, this was my mistake. I am not sure why, but I was trying to do the import update into the Contacts table and not Customer. I tried a test update on one record into Customer and it worked just fine! Thanks again.
