I just checked through the list of options for the "Call another action set" action, and I notice those two action sets do not appear there. 

The options for "Copy action set" do not include those two either. 

I've noticed that when you change the active record ID on a screen (by, say, selecting a different Invoice in the Invoice screen), it doesn't rerun through the OnScreenLoad action set. Since I've loaded up my OnScreenLoad with stuff I want to happen every time an invoice is opened up, I'd like to call that action set whenever a new invoice is selected. 

I can put the request into our team but I know there are other priorities at the moment.  You can acheive this through a little work around I just tested - put the action sets for OnScreenLoad and OnPopupClose into a hidden button and call that action set within the OnScreenLoad and OnPopupClose.

Chad, please do! Even if you guys don't make it high priority, I think it's a sensible improvement to make. You guys have functions for calling or copying action sets, so why not extend those functions to all the action sets on a screen? 

BTW, your workaround only works with new screens when first desiging the action sets. I have large existing action lists for my OnScreenLoads, and I want to be able to easily access that action set either through the Call Action Set or Copy Action Set, without having to recreate them from scratch.

Unfortunately you will have to recreate the action sets for those OnLoad/OnPopup actions - in future, if you plan to reuse the OnLoad/OnPopup actions then definitely put them into a button so you can just call them.  It also makes the action set more portable when you can call or copy it.
