i would like to have the staff role defined as. they can view everyones activitys and estimates but can only change their own. is this possible ?

One way you can prevent users from editing is to hide the Save buttons. You can place the action Show/Hide Field/Object within a conditional statement to allow the logged in user to only see the Save button if the record is assigned properly. This might be a large project as there are many screens you might need to tackle, I would recommend help from a consultant or Method Solution Provider. Hope this helps!
