Here are few things that you can try:
On your Master Admin account, click on the Setting gear on the top right hand corner of the screen.
- Click on Preferences
- Click on Users on the left hand pane, once you click on the Users, you will see the list of users on the right side pane.
- Click on the User you want to set the permissions. Once you click on the User, click on Manage User Permissions & Subscription. Once you click on Manage User Permissions & Subscription, click on Customer management for Quickbooks and make sure you have all the Access, View, Customize and Manage checked(See the screenshot below).
