I want something to happen when a work order is completed, but since work orders can be completed from different screens and a lot of different methods, where can i put the actions to make it easier?

You'll have to put actions on all the screens in order to have them run whenever a work order is completed. You'll want to lump the actions in with whichever action set completes the work order.
