I've seen this happen when there is a sync error involving a duplicate customer. Try going to the resolve conflicts screen and clear up an customer conflicts and then try it again.

Another interesting fact is the ItemReceiptLineItem.LinkToPurchaseOrder field populates after lines are added from the Add PO popup screen, but after a qb sync the data is wiped out.

Once QB and Method sync is set up and running, how do I open that initial QB-Method sync setting screen so I can change settings if needed?

It seems to only be this account and I can see no sync errors related to it. Also I just discovered that updating does NOT work either. It continues to revert back to the original value when you refresh.

Rather than wait for the sync to happen, you can invoke either of the following functions MethodAPIActionSendToDesktop or MethodAPIActionSendToDesktopV2. This should initiate a sync.
Can you elaborate on the rearranging address fields problem?

If I want all my staff's Outlook to sync to METHOD do I install the plug in on each of their workstations? We are using Exchange. Does that present other issues?
