Specific to Cases the Case# is populated by the RecordID. The RecordID will always go sequential, (1, 2, 3,) we cannot adjust that.
Alternativally we can add a field to the Cases Table (e.g. RefNumber) in which we can control the # order.
You can look at how it works on the stock Activities Tab within the NewActivity screen. Take a look at ...

I figured it out
I already had the field in the table so here is what I did
In the report designer I added the field twice to the top of my report
Add a summary to each field (1 Min and 1 Max) for the report See screen shots below
I added labels to identify what the dates were
Now when the report is generated it has the ...
