Is there a way to assign a tabindex to screen elements? I'm finding that certain custom screens have a very wonky index... fields that would intuitively seem to be next, are not. Inefficient.

We have a banner image on a customer portal and I have an "Click" action that opens a web page in a new browser window.
The problem is that the window is opened (in Chrome) without the toolbar/menu options.
Is there a way to open an external link properly?

You could do this, but it wouldn't be as easy as one might hope. Here's what you would have to do:
Assign the current date / time to an Action Result
Use the Character Function to substring the numbers you want, and build a string out of the date in the order you like
Append your -## for the daily count

One more thing.
Depending on what you're trying to do, you might be able to use a Show Message action. There's an option in this action to provide a yes/no option to user, with Yes assigning True to an action result and No assigning False. Not sure if it will suit your purposes, but thought I should point it out.
