That's a built-in screen (like all the other screens under the QuickBooks and Customize tabs). You can't recreate those screens using the Method designer.
The Scheduled Reports tab is an admin tab. It isn't meant for end-users. The produced reports go to Home > Reports, which is what your end user should get.
If you have an admin-ish user, you can give them access to the QuickBooks tab, but only give access to the Scheduled Reports tab link.
