The function behaves the same for both leads and customers so I'm not sure why the user didn't receive an email notification. Does anyone from your organization receive Method emails? If not then I would recommend you check your email server settings/contact your hosting provider. I just created a test opportunity and selected both the email notification options, one for the opportunity, and one for the activity. Both emails were received in about 1 minute. Edit your users (Customize > Users > scroll down and click Edit...) to ensure they have access to all the necessary tables (i.e. Opportunity, Activity, Customer, Contacts, etc.) then save and test again.
