Try this
Create a Button called Save. Put Save Actions on this button.
Create another button called Temp. Call Save from this button.
Rename Save to Save & Back, then check the action on the Temp button.

Fixed issue where the DropDown_RecordID field displayed zero when the DropDown field is blank (Ticket AS-1183)
Fixed issue that caused the credit card processing action to error when submitting a payment via PayPal Account (Ticket AS-1255)

Hey Mahlon,
This may have been an odd case, as I'm having trouble replicating.
I followed the same steps, Button pointing to Another Set > Renaming button > Save > and the Action was still pointing to the correct Action Set.

There isn't a filter for Opportunity by Campaign. You can however customize the screen to add that yourself. You can take a look at the filters in place and use those as a guide to create yours.
